Story writing The transport and infrastructure problem in South Australia The ministry of transport (2009) stated that, the government indicated in its 2009 budget an allocation of 3.4 billion dollars for roads and 4.6 billion dollars on rails for the national infrastructure construction initiatives. The public transport system in SA is characterized by widespread networks of transportations for the public including the road, water and rail channels. High level of traffic congestion in Western suburbs has caught the attention of transport and infrastructure department which is working towards reducing such traffic. The department, according to the minister involved, Patrick Conlon, intends to improve the transport system by adding 250 buses more from August this year. Another initiative mentioned by Mr. Conlon was increased services to substitute bus service between Hallett Cove and Brighton through extra buses from Aldinga to Brighton, fifteen on weekday and nine on weekends. More than half of public transport in Sydney comprises of commuter buses. According to ministry of transport (2009), roads and the rail are the most used transport systems in the city and a well-connected system including Ferry will improve transport system in the city. Public services are also offered by the private sector companies which get into contracts with the ministry of transport of NSW which has long made reforms and adjustments to improve transport system (Department of planning, Transport and infrastructure, 2013). Government decision to halt bus route from Hallett Cove to Brighton according to Mr. Conlon was the best and considered public interests. However, this was not taken positively by Mrs. Dingle who condemns the decision and states that “The decision will leave children living in the outskirts improper bus services to take them to school.” She says that students from the suburbs who attend prevalent schools like St. Theresa’s School and Brighton secondary school will be forced to use two buses to school. Dingle further explains the struggles which these students will have to go through to make it to class in time. According to (Crouch, 2013), Mr. Conlon, on behalf of the government, states that the decision to close this route was influenced by the fact that services on the route were utilized to the optimum while for the previous 2 years, the public service was also operating at considerable losses. He further explains that, the public was consulted and that the decisions considered interests of the consulted public. Political interests in the sector were as a result of limited alternatives when it comes to public transport and therefore residents are forced to be dependent on car transport. The state of dependency on cars only is considered in appropriate for a public transport system to be referred to as developing. Car dependency will also increase congestions in traffic and increasing rates for private transit due to increased demand. Politicians therefore use it as a campaigning idea to improve the situation (Elliott and Lim, 2010). All measures taken by the by the government are as a result of groundwork for significant road works in Hallett Cove waterside development construction opening in 2014 for the public as reported by Mr. Conlon. He says that “Other than congestions, the government is also seeking to lessen disturbances on circulation of vehicles as a result of constructing waterside development.” On the other side, Mrs. Dingle argues that no plan of the government was communicated to People for public services, a department she serves in. she points out that adequate consultations should be considered by the government and reconsideration of the decisions made. Logically, Dingle argues that “People will be forced to use private transport when they are worried of making to their destinations on time, an aspect which will increase traffic congestion.” For this reason, she requests the government to guarantee adequate transport as the construction of waterside development is ongoing (NSW Government, 2005). Thirty million was included in the government budget to cater for construction of the Hallet Cove water development project as part of government plans to be released to the public by mid-2014. According to Hallion, (2009) benefits in transport projects like the one proposed and ongoing in SA involve elements like decrease in operating costs for vehicles, crashes and time used to travel. The economic, social and environmental analysis is important in considering the viability of a transport project for the government. However, this is continuous and the government needs a periodic review in the projects of transport department. Less emanations of harmful and conservatory gases by vehicles, less noise and other pollution are also environmental benefits of a transport project.
